Community Technology Opportunity Program

Welcome to CTOP

The Community Technology Opportunity Program (CTOP) was created by an act of the 60th Washington State Legislature -- please see SSB 6438. CTOP was established to support and advance Community Technology Programs that provide "digital inclusion" activities for Washington's under-served and low-income residents.

Washington State University Extension has been tasked in the Legislature to administer two components of CTOP:

  1. A grant-giving program, and
  2. A capacity-building program.

To implement aspects of these programs, Washington State University Extension is partnering with several leading community technology organizations, including Communities Connect Network, the Puget Sound Center for Teaching, Learning and Technology, the Council on Digital Inclusion and the University of Washington's Information School.

Grant-Giving Program

This is a grant-giving program for organizations that provide hands-on technology access and training in serving residents of Washington state. Awarded grants reimburse 75% of approved eligible expenses for specific community technology projects between August 1, 2008 and June 15, 2009. Grants are awarded and administered by Washington State University Extension. Please review the Request for Proposals (RFP) used to solicit grant proposals.

On July 14, 2008, CTOP received 35 complete grant applications requesting a total of $1.296 million. An external five-person review panel comprised of private sector professionals engaged in digital inclusion activities in Washington state. This panel evaluated all 35 grant proposals and recommended 10 of the most promising projects for CTOP funding. Below are the 10 CTOP grantees.

Capacity-Building Program

WSU will partner with CCN, UW, NPower Seattle & Puget Sound Center for Teaching, Learning & Technology to deliver a series of capacity-building activities based on a proven strategy. CCN will help CTOP accomplish two high-level objectives:

  1. Reach more community technology programs serving Washington’s residents.
  2. Reach deeper into currently engaged community technology programs with focused training workshops.

To reach more community technology programs serving Washington’s residents, CTOP and its partners will:

  1. Update content of the 2007-08 trainings
  2. Offer Open House workshops (quarterly)
  3. Track & Publicize Open House results
  4. Develop & Share resources and networking opportunities for community technology programs serving WA residents

To reach deeper into currently engaged community technology programs, CTOP and its partners will:

  1. Develop & Deliver new training content:
    - Fundraising Workshop
    - Outcomes Measurement & Evaluation Workshop
  2. Actively recruit more participation from community technology program currently engaged in CCN, with special focus on recruit higher-level leaders as well as clients/beneficiaries of CT programs.
