Licensing and Approvals

Module Objectives

Licensing and Approvals is the ICT Markets and Industry’s second module in the training programme.
The purpose of this module is to provide an overview of telecommunications licensing, the principles behind this and to identify and begin to address appropriate reforms with regard to traditional licensing matters, due to among other things, convergence of services and technologies; and to provide participants in the regulatory arena with a foundation upon which to license or be licensed in a productive and fair manner.

Learning Outcomes

At the completion of this module (Licensing and Approvals) the learner will be able to:

• Explain the rationale for telecommunications licensing and implement telecommunications licensing;
  

• Analyse the relationship between convergence and the licensing process;
  

• Be capable of ensuring application of fair, transparent and efficient processes of awarding licenses
  

• Assess various processes for licensing
  

• Evaluate the licensing process in your country, recommend improvements and apply this knowledge effectively in regulatory decisions
