Introduction to Licensing and Approvals

Scope of Unit 2

The ICT Markets and Industry is the third module in the training programme. Part 2 of this module deals with Licensing and Approvals.

The purpose of this module is to provide an overview of telecommunications licensing, the principles behind this and to identify and begin to address appropriate reforms with regard to traditional licensing matters, due to among other things, convergence of services and technologies; and to provide participants in the regulatory arena with a foundation upon which to license or be licensed in a productive and fair manner.

Learning Outcomes

At the completion of the part 2 of this module (Licensing and Approvals) students will be able:

• To understand telecommunications licensing;
  
• To understand ways in which convergence of technologies and services must have an impact on how licences are categorised and awarded;
  
• To understand the importance of fair, transparent and efficient processes of awarding licenses
  Apply this knowledge effectively in future regulatory decisions, in the countries which make up TRASA.
